Within
the context of emergency Response to Refugees from central Africa
Republic Plan Cameroon is urgently seeking to recruit experienced,
enthusiastic, humanitarian-oriented and hardworking Cameroonian for nine
months duration to fulfill the position below. While funding is only
guaranteed for 9 months at the point of advertising, Plan is seeking
longer-term funding and operations in the East and Adamawa Regions will
be operations for much longer than 9 months.
Title: (01) Project Coordination to CAR Refugees Emergency Response
Duty Station: Bertoua
Purpose of the role:
The
Project Coordinator will ensure quality implementation of the project
in Bertoua in conformity with pan Cameroon’s strategic orientations and
administrative norms. He/she will also ensure quality liaison at all
levels, between beneficiaries, partners and plan Cameroon.
Main Duties and Responsibility:
Under
the supervision of the Emergency Response Manager (ERM), the project
coordinator will among other tasks, perform the following:
- Under the direction of the ERM, the project manager will take full responsibility for the successful implementation of the project;
- Support emergency assessment, program design and planning for an integrated emergency response are developed and implemented.
- Maintain ongoing surveillance of the developing humanitarian emergency situation and support adequate monitoring, reporting and acquittal of emergency response activities in accordance with plan’s humanitarian accountability framework
- Working with the ERM, ensure all personal understand and carry out their duties in accordance with humanitarian principles, core values, the code of conduct and SPHERE.
- Working closely with the ERM secure donor funding for emergency projects
- Ensure that secure and reliable communications/information management facilities are established and maintained and that the emergency response team members are familiar with usage, procedures and relevant communications protocols
- Ensure the regular review of the current structure and responsibilities of the emergency response team particularly with a view to ensuring balanced staff responsibilities in order to avoid overload and/or burn out.
- Prepare quality donor reports and internal reports in a timely manner.
Qualification and experience:
- Hold a degree in social sciences;, project management/program or equivalent;
- At least five years ‘work experience in international humanitarian and complex emergency contexts;
- Experience with UNICEF, UNHCR, and private funding sources
- Experience supervising a multi-national staff in a complex, insecure emergency setting
- Be bilingual ( English and French-both written and spoken)
Skills and behavior
- Strong background in complex emergencies situation analysis, needs assessments and response planning and management;
- Knowledge of international humanitarian standards and codes of conduct
- Proven capacity to facilitate trainings, coach staff and provide sportive supervision
- Strong coordination skills in programming, resource management and safety and security
- Excellent computer skills (Microsoft office including word, excel, power point, internet etc.)
- Willingness to travel at short notice and be flexible to changing circumstances

Profil :
Le titulaire du poste devra répondre au profil suivant:- Bac + 4 minimum en science de gestion/Audit et contrôle de gestion;
- 3 à 5 ans d'xpérience à un poste similaire dans le microfinance;
- Connaissance de la rélementation des EMF;
- Connaissances financières et juridiques;
- Connaissance des techniques de blanchiment;
- Connaissance des normes professionnelles liées à la pratique de l'audit interne (IFACI, IIA...)
